ATF published stabilizing-brace factoring criteria

ATF's 2023 rule addressed when a firearm with an attached stabilizing brace is a rifle. ATF's later 2026 proposal says courts enjoined, stayed, or vacated the 2023 rule; this historical entry must not be read as the rule's current effective status.
